Usually there are two method of looking at this.

Firstly you must first determine that the star you are enhancing is a auspicious star. If it is an inauspicious star, then you will be activating it instead.

Next, you have to make sure firstly that before you start enhancing that sector the elements are balanced. This means that if there is an inauspicious star destroying the auspicious star, you have to correct it first.

After the correction, simply look at the element of the auspicious star, say water, then if the sector has very strong water influence, meaning there is already a metal star in the sector, then my recommedation is to use the Fire (Wealth) so that the water can conquer the Fire to bring more wealth.

If there is only a `few' water, then you should enhance it by making it stronger with Metal.

However, please take note here that the MAIN reason why our reports DO NOT specify Water Star, is simply because Water star requires OPEN SPACE. So far no house can be considered an `OPEN SPACE', unless it is a large space such as the living room.

If so, Cecil has covered this adequately using `Shapes and Form' School where he mentioned that the two main locations for activating water star (or clear space) is at the frontage of the house e.g. outside the main door and the living room.

Thus, you can see the effectiveness of using say fish tank, fountain is limited in the house. Furthermore, when we talk about enhancements, water should be flat e.g. akin a pond and not `high' as in a fish tank which towers even above certain furniture. More like a pool of water is the word for `activating' water. However, it is possible to enhance the water star with these items. This is why most of the time, fish tank is used to neutralise sha qi or poison arrows.

In fact the most effective activation is to have a pool of water at the front of the house (outside the constraints of the house).

So you see this is the fundamental reason why Water Star activation is not very effective in the house. And usually we only advice doing this, after all the problem sectors have been cured.

Also, rather than using say the common fountain activation, there are some alterative such as creating an active Qi in good sectors by having revolving fan to create moving Qi to circulate into the rooms.

Usually, no one uses earth elements instead they will use a fan to create an active Qi, allowing the Metal element which is the auspicious element this star to circulate the room. As you mentioned, that since it is a water star, usually, it is more effective with either a support element for water, or the wealth element so that the water can conquer and create wealth.
